FY 2002 Appropriations and Budget Update - Final Numbers
Nearly three months after the end of the 2001 fiscal year, the House and Senate passed the FY 2002 spending bill funding the Departments of Labor, Health and Human Services (HHS), and Education. On Dec. 19, the House approved the conference report by a vote of 393-30. On December 20, 2001, the Senate voted 90 to 7 to approve the conference report for H.R. 3061. The spending bill includes $23.3 billion for the National Institutes of Health (NIH), a $3 billion increase over FY 2001. This equates to a 13.9% increase, and basically splits the difference between the House and Senate original numbers. This increase keeps Congress on target to meet its pledge to double NIH funding by FY 2003. The HHS-Labor-Education appropriations package was signed by President Bush on Jan. 10, 2002. Congress adjourned on December 20, 2001 and will reconvene for the 2nd session of the 107th Congress on January 23, 2002. President Bush is scheduled to give his State of the Union address on January 29. The Administration is scheduled to release the FY 2003 budget on February 4.

Report Language
As you may recall, ASN submitted congressional report language to be included in the LHHS appropiations bill. Reports issued by the Senate and House Appropiations Committee include guidance to various agencies on how health related funds should be allocated. ASN Government Relations worked with Congressional Offices, in concert with ASN members, to include language in this report relating to key ASN goals. The guidance offered in the House and Senate Reports pertains to activities implemented by the National Institute of Diabetes, Digestive and Kidney Diseases (NiDDK).
